Butler County EMS seeks Rural Health Transformation agreement

October 31, 2026 government, public meetings, agenda preview

The Butler County Board of County Commissioners will meet at 9 a.m. Tuesday, Nov. 3, at 205 W. Central Ave., 4th Floor, in El Dorado.

Commissioners will consider an EMS staff recommendation to enter into an agreement with the Kansas Rural Health Transformation fiscal agent, the University of Kansas Health Systems Collaborative.

Under the program, Kansas EMS agencies can be reimbursed for services called Treatment in Place and Transport to Alternate Locations. The staff report says Butler County EMS is currently reimbursed by fewer than 10 of its insurance payers for treatment without transport and does not transport 911 callers to locations other than a hospital.

The agreement would apply to 911 callers in the county's rural zip codes who are not covered by an insurance program that reimburses for those services. The reimbursement rate in the agreement is $250 per qualifying event. Staff estimates about 200 patients a year would be affected, for about $50,000 in additional reimbursement per year. The program does not apply to interfacility transfers.
